She is a Sergeant in the Canberra Police in Canberra, Australia.
Another gruesome homicide is found involving a family of Asian immigrants. It's the most recent in a series of similar killings, Sergeant Shawna Wiggs feels at the end of her rope and decides to enlist the help of an author, who just recently published a best-selling book about blood spatter analysis called New Techniques in Pattern Analysis of Blood Spatter.
Shawna requests Captain Gower of the Canberra Police to obtain the author's assistance, feeling that his knowledge will come in handy in solving the murders. Captain Gower gives the green light on the request. The author is none other than Dexter Morgan who lives in Miami, Florida.
Shawna and her officers greet Dexter at the Canberra airport. Both she and Dexter like each other right away despite having just met. Dexter states he is surprised that Shawna is so good looking, and she says the same of him. They stare at each other for a moment and Shawna's officers laugh at the scene. She silences them and takes Dexter away with her..
Shawna and Dexter head to the latest crime scene with Shawna driving, Dexter remarks to himself how similar she is to Deborah, in regards to her personality.
They arrive to the crime scene and Shawna lists possible motives for the kill. Dexter discards sex, or organized crime. He concludes the victims were killed by someone who fills threatened by Asians. Shawna agrees with him.
Back at the Canberra HQ, she provides Dexter with a long list of suspects. Shawna explains why the ones on the list feel threatened by Asians. She states that immigrants are not the problem. The problem is illegal immigrants, who work for low incomes, take the jobs of other Australians, and use their resources. Shawna invites Dexter to dinner.
The next morning, Shawna starts early with the investigation. Along with Dexter, they interview each suspect until they arrive to their last one - Bruce Grigsby. Shawna believes that he must be responsible for the killings since they have ruled out all previous suspects for their lack of connection to the crimes.
When Shawna and Dexter visit Bruce, he welcomes them and agrees to be interviewed. His disgust for illegal immigrants is clear but, with still no evidence to link him to the murders, they can't charge him yet. Shawna leaves Grigsby at ease when they depart.
