Lieutenant Israel Salguero is an internal affairs cop, the head of Internal Affairs, and a friend of Harry Morgan's. He investigated Dexter Morgan in Dexter by Design for allegations of dereliction of duty, vigilantism and revenge after Deborah Morgan was stabbed.
